
The aim of local content is essentially to secure opportunities for employment and procurement locally, therefore providing growth for the country through the development of local skills, the improvement of technology and the utilisation of local manpower
According to a study “The role of local content policy in local value creation in Nigeria’s oil industry: A structural equation modelling (SEM) approach”, conducted by Abdulkabir NiranAdedeji, Shaufique FahmiSidiqu, Azmawani AbdRahman and Siong HookLaw, their findings confirmed that Local Content policies do in fact have a positive and significant impact on local value creation.
However, policies need concise and careful implementation for them to be successful. Some of the factors that would contribute to an effective outcome would be the level of transparency and openness in the tendering process, the support of the local SME’s and the improvement of infrastructure.
Angola has spent a lot of time developing their infrastructure and creating an environment for the success of such policies which makes it the ideal location to host the 2nd Africa Oil & Gas Local Content Conference & Exhibition, taking place from 15 – 16 June 2018 in Luanda, Angola, with the with the pre-event training taking place the day before, the 14 June 2018.
With the introspective theme of “Advancing local content across the oil and gas supply chain in African petroleum producing countries”, this year’s edition will focus on the political, strategic technical, legal and financial aspects for increasing and strengthening local content in the hydrocarbon industry, giving added attention to:
- Best practice case studies
- Country focus sessions from African national oil companies
- Successful indigenous operators and suppliers panel discussions
This programme has been built on the key outcomes of 2016’s successful event, to continue discussions around:
- Active cooperation between the National Oil Companies on projects integrating regional dimension in the areas of technical assistance, training and ability to respond to major projects.
- The setting in petroleum producing states who have not yet initiated programme for the promotion of Local Content
- The organisation of the missions of studies between petroleum producing countries in order to learn from the experience of each and the others in the promotion of Local Content and examine opportunities for cooperation.
ALC 2018 will allow networking with decision makers from eighteen surrounding petroleum producing countries and emerging players (Algeria, Angola, Benin, Cameroon, Congo, Congo DRC, Côte d’Ivoire, Egypt, Equatorial Guinea, Gabon, Ghana, Libya, Mauritania, Niger, Nigeria, South Africa, Sudan and Tchad (APPO Members) as well as Mozambique, Kenya, Tanzania, Uganda, Morocco, Malawi (non APPO members).
Organised by AME Trade Ltd, this event gives insight into the plans for natural resource industrialisation, the development of a road map for increased local content, challenges and opportunities available to local SME’s and SMI’s and will allow delegates to strategically position, benchmark and monitor their local content policies.
