The Africa Oil & Gas Local Content Conference deemed a success!

Under the initiative of the Africa Petroleum Producers Association (APPA) and with the support of the Ministry of Petroleum of the Republic of Angola, AME Trade organised the successful launch edition of the African Oil & Gas Local Content Conference and Exhibition in Luanda last week from the 15 – 17 November 2016

H.E. Eng José Maria Botelho de Vasconcelos, Minister of Petroleum, Republic of Angola, officially opened the conference stating that this event would stimulate industry development by increasing local capacity across the continent.

He noted that Angola will continue to increase the participation of national companies in the oil sector, as well increase Angolanization in the oil sector, through the integration, training and development of Angolan personnel.

The event was host to 27 expert speakers and 250 registered participants from APPA Member Countries, international oil companies, service companies in hydrocarbons sector and the related activities located in Angola with the focus stimulating industrial development through increased local capacity by finding solutions to the challenges of meeting localization requirements under the theme of “Achieving an average rate of 30% of Local Content in different oil and gas activities in African Petroleum producing countries by 2030.”

 

Showcasing their commitment to local content development in Africa, the event was sponsored by:

Key outcomes from the interactive discussion included:

  1. The finalization of the scientific report of the 1st edition of the Conference - Exhibition on Local Content in the oil and gas activities in Africa and the report on the situation of Local Content in Africa for transmission to APPA Member Countries.
  2. Active cooperation between the National Oil Companies on projects integrating regional dimension in the areas of technical assistance, training and ability to respond to major projects.
  3. The setting in Member States who have not yet initiated programmes for the promotion of Local Content, of a steering committee in charge of:
  • the development of the programme of actions with the specific goal the attainment of a minimum of 30% Local content in the oil and gas activities by 2030;
  • the development of legal, institutional and contractual framework for the promotion of Local Content.
  • the identification of mechanisms of funding for the promotion of activities, monitoring and control of Local content.
  • the development of criteria for the eligibility of local SMEs and SMIs in the development of Local Content.
  • the dialogue with international oil companies.
  1. The Organization of the missions of studies between Member countries in order to learn from the experience of each and the others in the promotion of Local Content and examine opportunities for cooperation.
  2. The development by APPA Secretariat of:
  • A mechanism for monitoring actions for promotion of Local Content in Member countries;
  • A comparative synthesis of legal, institutional and contractual framework for the promotion of Local content in the Member Countries.

 

In view of the enthusiasm awakened by this first edition and the main conclusions, the 2nd edition of the Africa Oil & Gas Local Content Conference and Exhibition has been diarised to take place once again in Angola during November 2017.
